So, Yes. Although they are a completely different kind of jazz dancing compared to "Modern Jazz Dancing".
Most Lindy Hoppers make the distinction by saying that dances from the 20s and 30s are traditional, vernacular, or historical jazz steps.
The dances are obviously different when you compare modern:

Lindy Hop is also a partner dance, but is completely separated from ballroom.
The important thing to remember is that these dances are essentially "folk dances" in that they developed in a community of dancers out of the popular music of their time.
